I'm trying with 86 parking ticket on my scooter for £ 9875, how to combat them?

How can I fight this, I realize my negliance is payfor of 9875 pounds, the bike was insured for $ 1000 and I give all I want to be released as this. I would appreciacte legal assistance in this regard that the instant messaging to be a parent and do not want balifs next round.
If the bike is stolen, you had no control over it - can not be held liable for the fines. Haringey Council need to understand the thief and bills.
