If your car does not have (or have deleted) catalytic converters, is probably not legal for driving in most states because of emissions regulations. Probably for this reason it is called "Off-Road" because they can not legally sell as a product of the vehicles traveling on public roads. Cat-Back leaves exhaust catalysts and the resulting changes (thin, expands) exhaust pipe after the converter only.
